YouTube Partner Program 2027: 8,000 watch hours, 20 million Shorts views, 10 million Shorts views every 90 days, and the 31 January 2027 terms deadline

YouTube Partner Program Requirements 2027: Everything That’s Changing

Last updated: 26 August 2026. Every figure on this page is taken from YouTube’s own announcement and help documentation, both linked at the bottom.

On 10 August 2026, YouTube announced the first significant change to the Partner Program’s entry requirements since 2018. From 1 February 2027, the two thresholds that let a channel into the programme are doubling, and a separate rule will decide whether a channel keeps earning from Shorts.

The announcement has been reported widely and, in places, inaccurately. This page sets out what YouTube actually said, what it did not say, and what the change means depending on where your channel stands today.

What is changing

RequirementNowFrom 1 February 2027
Subscribers1,000Not listed as changing
Watch hours route4,000 qualified watch hours in the last 12 months8,000 qualified watch hours in the last 365 days
Shorts route10 million qualified Shorts views in the last 90 days20 million qualified Shorts views in the last 90 days
Fan funding and shoppingExisting thresholdsUnchanged

The two routes are alternatives, not additional requirements. A channel qualifies through watch hours or through Shorts views, whichever it reaches first. That was true before and it stays true.

One detail worth noting: the watch-hour window is now described as 365 days rather than 12 months. In practice these are the same period, but the wording is more precise, and it is a rolling window. Hours earned 366 days ago no longer count towards your total.

If your channel is not yet in the programme

This is the group the change is aimed at, and the effect is straightforward: from 1 February 2027 the bar is twice as high.

If you are close to 4,000 watch hours now, the practical question is whether you can cross the line before the deadline. A channel that reaches 1,000 subscribers and 4,000 qualified watch hours and is accepted into the programme before 1 February 2027 enters under the current rules. A channel that is still at 3,000 hours on 1 February 2027 is suddenly 5,000 hours short rather than 1,000.

That makes the next few months materially different from an ordinary stretch of channel growth. It is worth checking your current qualified watch hours in YouTube Studio under Analytics, and being honest about whether your recent rate of growth gets you there in time.

Check what you actually have rather than what the dashboard total suggests. Shorts views do not count towards watch hours, and deleted or unlisted videos take their hours with them. Our page on how the monetization requirements are counted sets out exactly which uploads qualify and which are excluded.

If your channel is already in the programme

YouTube’s wording is unambiguous: “This update won’t impact creators already in YPP.” The new 8,000-hour and 20-million-view thresholds are entry requirements. You are not going to be measured against them and removed.

There is one administrative task. YouTube’s help documentation states that creators should review and accept the updated terms in YouTube Studio by 31 January 2027. The terms themselves take effect on 1 February 2027.

Take five minutes and do it when the prompt appears in Studio. It is the kind of task that is easy to postpone and awkward to remember later.

The Shorts rule that is being misread

Alongside the entry thresholds, YouTube introduced a separate requirement that does apply to existing partners. From 1 February 2027, a channel needs 10 million qualified Shorts views in the previous 90 days to earn from Shorts ads and subscription revenue sharing.

This is where most of the panic has come from, and it is worth being precise about the consequence, because YouTube was precise about it:

“Channels below this threshold remain in YPP and continue earning on long-form content, with Shorts revenue sharing automatically resuming once they cross 10 million views again.”

Three things follow from that sentence. You are not removed from the Partner Program. Your long-form monetization is untouched. And the Shorts revenue comes back on its own when you clear the threshold again, with no reapplication.

It is a throttle on one revenue stream, applied on a rolling 90-day basis, not a penalty applied to the channel. For a creator whose income is mostly long-form, the practical effect may be close to nothing. For a Shorts-first channel sitting somewhere near 10 million views a quarter, it is the number to watch.

What else was announced

The same announcement was not only about higher requirements. YouTube also set out a wider Premium Lite rollout, with a 60% revenue share for that subscription tier, and a set of incentive programmes covering YouTube Shopping bonuses, brand deal incentives and earnings boosts tied to growing trends.

Details on those programmes are thinner than on the threshold change, and we will update this page as YouTube publishes them.

What YouTube has not said

Several claims circulating about this change are not in either official source, and we are not going to repeat them as fact.

  • That existing partners lose monetization if they miss the 31 January date. YouTube states the deadline for accepting the updated terms. It does not state what happens if you do not accept them. Not accepting monetization terms has historically meant that module does not run, but YouTube has not said so here, so we are not going to tell you it will.
  • That the subscriber requirement is changing. The announcement lists new watch-hour and Shorts thresholds. It does not mention subscribers. The current requirement of 1,000 is what the help documentation still shows.
  • That channels will be removed from YPP for low Shorts views. The announcement says the opposite, in the sentence quoted above.

What to do now

  • Not yet in YPP: check your qualified watch hours in Studio and work out whether the current rate gets you past 4,000 before 1 February 2027. If it does not, plan against 8,000 instead of hoping.
  • Already in YPP: accept the updated terms in Studio when they appear, before 31 January 2027. Nothing else is required of you.
  • Shorts-first channel: find your 90-day Shorts view total in Studio and see how much headroom you have above 10 million. That number, not the 20 million entry figure, is the one that affects you.
  • Everyone: the figures above are dated. Check this page again closer to February, and check YouTube’s own pages before making a decision that affects your income.
